Because clouds of uncertainty loom over the future of Saudi Arabia’s investment in a refinery in Pakistan. This is because relations between Riyadh and Islamabad have declined in recent times.
Speaking to The News International, Special Assistant to Prime Minister Imran Khan on Power and Petroleum, Tabish Gauhar has said that Saudi Arabia will not set up a refinery in Gwadar, but a refinery with a petrochemical chemical complex in the hub of Balochistan or near Karachi. installation is indicated. However, he added that there has been no significant progress on the part of Saudi Arabian company Aramco on when and where the deep conversion refinery (deep conversion refinery) with a capacity to refine 250,000 barrels per day of crude oil will be set up.
Tabish Gauhar said that Aramco has done a feasibility report about setting up the refinery, according to which it has found that setting up a refinery at Gwadar is not possible. However, it said another refinery could be set up near the hub of Balochistan or Karachi in the next five years. Indeed, in 2019 Saudi Arabia had signed a USD 20 billion MoU in various sectors of the economy and announced an investment of USD 10 billion in the refinery and petrochemical complex in Gwadar from this amount.
Citing official sources, The News International reported that the oil facility was withdrawn amid deteriorating relations between Saudi Arabia and Pakistan in recent days. At that time Saudi Aramco is said to have signaled to the Pakistani authorities to ask Imran Khan to approach the top Saudi leadership on the decision to set up the refinery and petrochemical complex.
However, Pakistan’s Foreign Office then suggested that it was not the right time to approach Saudi Arabian leader Mohammed bin Salman on the project due to ties that have cooled due to the country’s foreign policy. Let us tell you that Imran Khan had reached Salman’s shelter for the purpose of fixing the deteriorating relationship with Saudi, but there was no talk about the refinery. This is the reason why this project is stalled.
Tabish Gauhar, a close aide of Imran, said that after Imran Khan’s recent visit to Saudi Arabia, nothing has been reported to the petroleum division about any developments regarding the refinery. However, he further said that Pakistan’s finance department is in touch with Saudi authorities regarding the restoration of the oil facility.
